Senior CPI(M) leader and former Kerala Chief Minister Pinarayi Vijayan on Saturday strongly condemned Union Home Minister Amit Shah’s remarks on demographic changes in border states, alleging that they were aimed at spreading communal hatred and paving the way for the implementation of the Citizenship Amendment Act (CAA) and the National Register of Citizens (NRC).

In a Facebook post, Vijayan alleged that the narrative of illegal infiltration was a deliberate and orchestrated campaign by the Sangh Parivar to divide and alienate people living in border states such as Assam, West Bengal and Bihar.

He also criticised the newly constituted high-level committee on demographic changes, describing it as a political mechanism designed to bypass the official Census process and engineer communal polarisation.

“The narrative of infiltration is being deliberately created to serve the interests of the Sangh Parivar and place a particular community under suspicion by claiming that the demographic composition of border districts is changing,” he said.

Vijayan further alleged that portraying an “abnormal population growth” in border districts such as Assam, West Bengal and Bihar was intended to cast suspicion on a particular minority community.

His remarks came a day after Union Home Minister Amit Shah said that the Central Government would take stringent measures to curb what he described as unnatural demographic changes driven by illegal infiltration through a four-layered security framework.

Speaking at the inaugural Land Border Districts’ Superintendents of Police Conference-2026, Shah emphasised a comprehensive national strategy to strengthen both land and maritime border security.
